Bowley has on several occasions asked Mr. Chatham to expedite the matter.
Today Mr. Chatham stated by telephone that he had not yet forwarded the application but hoped to do so shortly: he would not however name any specific date.
It seems to us that delays of this sort (and this is only a sample of the delays which perpetually occur in dealing with applications for Crow Land) are extremely detrimental to the best interests of the Colony, as they check development, discourage enterprise, end tend to increase the overcrowding of the central districts.
The loss of revenue from premi, Crow Rent,
end rates is also considerable.
If the Director of Public Works with his multi -farious duties is unable to handle Crown Lands, the exist- -ing sub-department might be converted into a separate department, which, if run on business like lines, would tend to the rapid development of the Colony.
At present there is a strong tendency amongst the Chinese to invest in land and build houses for themselves
and as soon as this application has been dealt with, we hope
to bring forward a number of others for building sites.
